Tenants in Copeland are concerned about plans by a social landlord to add a surcharge to rent for grass cutting.
Speaking to the News and Star, tenant James Burn explained that residents were united in their commitment not to pay the charge.
Home Group is planning to add a yearly surcharge of £120 to rent, with Mr Burns telling the newspaper that tenants intend on writing to the landlord outlining their objections.
He added: "In this area especially, the majority of houses are privately owned, so homeowners are benefiting from communal grassy areas being maintained by our money without them paying anything extra for it.
"This is unacceptable and even homeowners I have spoken to say it is totally unfair."
According to the Independent, the Property Ombudsman Scheme received over 10,000 complaints last year.
This is a 79 per cent increase compared to late 2008.
